The Council’s Plan is built on the financial goal of being a City which delivers on our Strategic Outcomes by managing our financial resources in a sustainable and equitable manner. For more information, refer to page 6 of the draft Plan.To achieve this, the Council is committed to achieving four financial outcomes:1. balanced budget2. rate stability3. infrastructure and asset management 4. debt management.
On average, the draft 2018-2028 Plan has allocated $9 million dollars per year for the renewal and/or replacement of the Council’s existing infrastructure and assets, which includes:• civil infrastructure (roads, footpaths and kerbing)• stormwater drainage infrastructure• parks and reserves• playgrounds• buildings.
Rate Revenue is the major source of funding for the Council. The income collected through rates is used to pay for the provision of Council’s services such as waste collection, maintenance of the Council’s reserves, public libraries, city planning, community support and development programs, community events, public lighting and street sweeping.The Plan is based on a Rate Revenue increase of 2.6% on average over the life of the Plan. The forecast Rate Revenue increase is in line with the Government Inflationary target of between 2% and 3% and is also within the Council’s target range of 2% and 4%.
The draft 2018-2028 Plan has been developed to ensure that the Council has the financial resources to deliver on its strategic objectives outlined in CityPlan 2030.CityPlan 2030 captures the community’s vision and aspirations for our City over the next 20 years and establishes broad directions which will shape our City’s future, with the overall aim of achieving Community Well-being. The Plan includes a spend of $38 million on a number of major projects and initiatives which will be undertaken over the life of the Plan with a view to contributing to the achievement of CityPlan 2030.
