Code of Practice: Access to Meetings and Documents


The Council continues to respond to State and Federal Government directives by adapting and taking proactive measures to ensure the safety of our community during the COVID-19 pandemic, including putting in place measures to ensure that Council meetings continue to be held and are held in a safe environment.

On 15 March and 22 March respectively, South Australian authorities declared a public health emergency in respect to the COVID-19 pandemic and it’s outbreak in South Australia.

In response to the implications of the COVID-19 pandemic and the possibility of community transmission, the Minister for Transport, Infrastructure & Local Government issued a notice (pursuant to Section 302B of the Local Government Act 1999) which varied or suspended the operation of specified provisions of the Local Government Act 1999. These were outlined in a document titled Notice No 1.

Notice No 1 came into effect on 31 March 2020 and will cease to apply 28 days after all relevant emergency declarations have been revoked.

Notice No 1 makes provisions for Elected Members to participate in Council meetings and informal gatherings by electronic means for the period in which Notice 1 is in effect.

In order to enable Elected Members to participate in Council meetings and Informal Gatherings electronically, the Council’s ‘Code of Practice – Access to Meetings & Documents’ and the Informal Gatherings Policy have been amended.
