Project overview

Designed to enhance pedestrian and cyclist safety at the intersection of Kensington Road, George Street and Giles Street, the construction of a wide centre median on Kensington Road is expected to reduce crashes by approximately 95%.

This median will prevent through and right-turn movements for vehicles from George Street and Giles Street and will also provide a refuge island for pedestrians and cyclists crossing Kensington Road.

The project will be completed in four stages:

  • Stage 1: Early March to mid-April — Drainage, kerb and footpath works
  • Stage 2: Late March to late April — Drainage, kerb and footpath works
  • Stage 3: Mid-April to early May — Median works
  • Stage 4: Mid-April to early May — Asphalt works and line marking

Background

The intersection of Kensington Road, George Street and Giles Street has been identified as a significant Black Spot with 46 crashes recorded in the five-year period between 2017 and 2021 — 17 of these crashes resulted in an injury.  

Kensington Road is managed and maintained by the Department for Infrastructure & Transport (DIT), Giles Street is managed by the City of Burnside, and George Street is managed by the City of Norwood Payneham & St Peters. 

 A Road Safety Investigation Report of the intersection was undertaken to develop design options that will deliver improved safety outcomes.  

A preferred option was identified with the proposed design featuring a median island across the intersection. This median will prevent through and right-turn movements for vehicles from George Street and Giles Street and will also provide a refuge island for pedestrians and cyclists crossing Kensington Road.

The project is funded by the Federal Government through the Black Spot Program, which is covering 100% of the costs.

We are pleased to advise that Council’s contractor, Camco SA, has commenced works onsite.

Camco SA has established their site compound on the eastern side of Giles Street and works will generally be undertaken Monday to Friday, from 7am to 5pm.

Stage 1 works, at the intersection of Kensington Road and Giles Street, are scheduled to be delivered over approximately six weeks (weather permitting). These works include the removal and replacement of drainage infrastructure, kerb and footpath, to facilitate the minor widening of Kensington Road.

Traffic and speed restrictions will be in place to maintain worker and public safety, and we ask the community to allow a little extra time when travelling through this area and always observe onsite signage.

Why is the Council upgrading the intersection?

During the period 2017 to 2021 inclusive, a total of 46 crashes occurred at the Kensington Road / George Street / Giles Street intersection. Of these, 17 crashes resulted in an injury and included nine right-angle and five right-turn type crashes.

An investigation to develop design options to deliver improved road safety outcomes at the intersection was undertaken by the Council, and a preferred design option was identified.

The Council was successful in obtaining funding through the 2024-2025 Commonwealth Infrastructure Investment Black Spot Program to deliver the preferred option to significantly reduce crashes at the intersection.

What does the Kensington Road Black Spot Safety Project involve?

A wide centre median will be installed on Kensington Road to prevent right-turn and through movements for vehicles travelling to and from George Street and Giles Street. The median will also provide separate refuges for pedestrians and cyclists crossing Kensington Road.

Minor widening of Kensington Road will be undertaken to cater for the installation of the centre median. This will include the provision of new kerbs and kerb ramps, the relocation of three side-entry drainage pits, the construction of a new side-entry drainage pit and minor pavement works.

Pedestrian and cyclist refuges will also be constructed in the centre of George Street and Giles Street to allow staged crossing of these roads to enhance pedestrian and cyclist safety.

What is a pedestrian or cyclist refuge?

A pedestrian or cyclist refuge is a designated, safe area within a road, such as a break in raised island, where pedestrians and cyclists can pause while crossing, allowing them to cross one direction of traffic at a time and reducing the risk of collisions.

When will the Kensington Road Black Spot Safety Project be constructed?

The project commenced on 10 March 2026 and is scheduled to be delivered over a period of approximately four months.

Who will undertake the construction work?

The project will be constructed by South Australian based contractor Camco SA Pty Ltd.

Works will generally be undertaken Monday to Friday, between 7am and 5pm. To maintain traffic flow on Kensington Road, some of the works to construct the new infrastructure within Kensington Road, are planned to be undertaken as night works. Advance notification and further information will be provided to nearby residents prior to these nightworks commencing.

Will there be traffic restrictions in place during the works?

The construction work to upgrade the intersection will require traffic restrictions at different times throughout the project’s delivery. Kensington Road will be reduced to one-way traffic at various times outside of peak hours and right-turn movements at the intersection will be permanently removed from 10 March 2026.

Additional short-term detours will be in place to facilitate construction and ensure the safety of workers and the community is always maintained. Nearby residents will be notified of planned detours via letter. Please be mindful of the traffic restrictions when travelling through the area and observe onsite signage.

Will access to my property be affected?

Vehicle and pedestrian access to residential properties will be maintained throughout the construction.

Will there be any change to speed limits on Kensington Road, George Street or Giles Street?

No, there will not be any permanent changes to speed limits at the intersection. Kensington Road will remain at 60 km/h, and George Street and Giles Street will remain at 40 km/h.

Will trees be removed as part of the project?

To construct the new kerb and water table on George Street, two street trees will be removed. The Council will replace the street trees through its annual Tree Planting Program following completion of the project.
