If you are thinking of undertaking development on your property, or on a property that you lease or are intending to lease, you may require development approval.
Do I need development approval?
Before starting any development work, it's important to determine whether development approval is required.
In most cases, approval is required for activities such as:
- constructing, adding to, or altering any building
- erecting signage
- changing the use of a property
- undertaking any work that may affect a regulated or significant tree
- making external alterations—or in some cases, internal changes—to a listed heritage item
- dividing land or altering allotment boundaries
- installing a fence in certain circumstances (note: fencing requirements vary depending on zone and type)
- demolition of structures in certain circumstances, such as Heritage Places or Historic Areas.
Note: Some minor projects around the home, such as small garden sheds, fences, or decks, may not require development approval. However, it’s always best to check the specific requirements for your property and location.

How to lodge a development application
If you require development approval, you can lodge your development application online.

Development applications can be submitted via the Council, however an additional administration fee of $87 will apply.
