Councils in South Australia can establish by-laws under the Local Government Act 1999. By-laws are local laws developed by councils to address issues specific to the relevant council area.

The City of Norwood Payneham & St Peters currently has six by-laws, which apply only within the Council’s boundaries.

These came into effect on 24 December 2018 and are due to expire on 1 January 2026.

Notice of By-law Review

Pursuant to section 249 of the Local Government Act 1999, notice is hereby given that at its meeting held on 7 April 2025, the Council endorsed the proposed By-laws listed below for community consultation.

Existing By-laws have been reviewed and an additional seventh By-law development to address issues related to cats within the City of Norwood Payneham & St Peters.

The Council is now seeking comments on all seven draft By-laws:

By-law No 1 Permits and Penalties 2025

A By-law to create a permit system for Council By-laws, to fix maximum and continuing penalties for offences, and to clarify the construction of Council By-laws.

By-law No 2 Moveable Signs 2025

A By-law to set standards for moveable signs on roads and to provide conditions for the placement of such signs for the purpose of protecting visual amenity and public safety.

By-law No 3 Roads 2025

A By-law to manage, control and regulate certain activities on roads in the Council area.

By-law No 4 Local Government Land 2025

A By-law to manage and regulate the access to and use of Local Government land (other than roads).

By-law No 5 Dogs 2025

A By-law to limit the number of dogs kept on premises and for the management and control of dogs in the Council area.

By-law No 6 Waste Management 2025

A By-law to regulate the removal of domestic waste, recyclables and green organic waste from premises in the Council area.

Members of the public are invited to provide written comments to the Council in respect to the proposed By-laws.

All written comments must be provided to the Council by 5.00pm Friday, 13 June 2025.
