By-laws

The Local Government Act 1999 provides the statutory power for the Council to make By-laws to ensure the safety of and the protection of its community.

By-laws are designed to address specific issues within a Council’s local area or community that are not covered by broader laws, providing Councils with the power to respond to local needs and maintain order.

By-law No 1 - Permits and Penalties

Provides a By-law to create a permit system for Council By-laws, to fix maximum and continuing penalties for offences, and to clarify the construction of Council By-laws.

By-law No 2 - Moveable Signs

Provides a By-law to set standards for moveable signs on roads and to provide conditions for the placement of such signs for the purpose of protecting visual amenity and public safety in the Council’s area.

By-law No 3 - Roads

Provides a By-law for the management, control and regulation of activities on roads and other land in the Council’s area.

By-law No 4 - Local Government Land

Provides a By-law to manage and regulate the access to and use of Local Government land and certain public places.

By-law No 5 - Dogs

Provides a By-law to limit the number of dogs kept on premises and for the management and control of dogs in the Council’s area.

By-law No 6 - Waste Management

Provides a By-law to regulate the removal of domestic waste, recyclables and green organic waste from premises in the Council’s area.

By-laws 1-7 (to commence from 15 December 2025)

At its Meeting held on 4 August 2025, the Council made seven new By-laws which will commence from 15 December 2025.
