To help support the community-led Halloween Celebrations in St Peters, Council has supported the following TTCDN.
TEMPORARY TRAFFIC CONTROL DEVICE
NOTICE UNDER SECTION 17 (3) ROAD TRAFFIC ACT, 1961
I, Christopher Drew Holland, Senior Sergeant First Class of Police, for and on behalf of the Commissioner of Police, exercise the authority delegated by the Minister for Transport under Section 11 Road Traffic Act, and make the following order under Section 17 (3) of the Act.
I declare that the ‘St Peters Halloween’ is a ‘temporary purpose’ to which this section applies.
I direct that a 25km/h temporary speed restriction will apply to the following roads between 3.00pm and 9.00pm on Friday 31 October 2025:
Within the City of Norwood, Payneham and St Peters:
- Stephen Terrace, St Peters between a point approximately 50 metres either side of First Avenue.
- First Avenue, St Peters between a point approximately 25 metres south of Stephen Terrace and a point approximately 25 metres north of Lambert Road.
- Second Lane, St Peters between a point approximately 25 metres either side of Winchester Street.
- Westminster Street, St Peters between a point approximately 25 metres either side of First Avenue.
- Winchester Street, St Peters between Payneham Road and Second Lane
- Lambert Road, St Peters between a point approximately 25 metres either side of First Avenue.
- Payneham Road, St Peters between a point approximately 50 metres north and south of Winchester Street.
I hereby authorise the Altus Traffic, its agents and contractors to install and remove, or cause the installation and removal of necessary and appropriate traffic control devices for the conduct of the speed zones.
I direct that the installation and removal of necessary and appropriate traffic control devices for the conduct of this event can only be performed by a person with work zone traffic management training.
All works to be undertaken must be done so in accordance with the "SA Standards for Workzone Traffic Management" (which calls up the Austroads Guide to Temporary Traffic Management and AS1742.3).
The permit holder must ensure that, a legible and complete copy of this Approval (as
either a hard copy or electronic copy) is available at the event site at all times that
workers are present and is immediately provided to an Authorised Officer upon
request.
