The City of Norwood Payneham & St Peters offers opportunities for Mobile Food Vendors (MFVs) to trade at selected locations around the City.
About
A ‘mobile food vending business’ is a business involving the sale of food or beverages from a vehicle (including cars, vans, trucks, carts, trailers, bikes etc).
Recent legislative changes to the Local Government Act 1999 require all councils to prepare and adopt rules that set out locations within each council area where Mobile Food Vendors (MFVs) can operate.
The City of Norwood Payneham & St Peters has adopted Mobile Food Vendor Guidelines for this purpose. Mobile Food Vendors must comply with the Location Rules set out in the Guidelines at all times.

MFVs can operate at the following Mobile Food Vendor Sites:
- Payneham Library Carpark
- Dunstan Adventure Playground Carpark
- Joslin Reserve - Third and Fourth Avenue
- Linde Reserve, Stepney Street Carpark

Cruickshank Reserve - Phillis Street (this site is temporarily unavailable)
- Felixstow Reserve - Langman Grove Carpark
Please note: the Council can change the MFV Sites and the Conditions of Operation at each site in order to effectively manage usage, risks and suitability of the Sites.
MFVs should regularly check the Council website for updates relating to the Guidelines and MFV Sites.

Payneham Library Carpark
(access via Turner Street, Felixstow SA 5070)
Conditions of operation
- Maximum number of MFVs: Two (2)
- Hours of operation: Sunrise to sunset
- Parking spaces available for each MFV: Two (2) adjacent parking spaces, anywhere in the designated carpark
- Serving direction: Footpath-side of the vehicle and/or in the parking space immediately adjacent to the MFV vehicle.
Dunstan Adventure Playground Carpark
(corner of Winchester St and Eleventh Ave, St Peters SA 5069)
Conditions of operation
- Maximum number of MFVs: Two (2)
- Hours of operation: Sunrise to sunset
- Parking spaces available for each MFV: Two (2) adjacent parking spaces, anywhere in the designated carpark
- Serving direction: Immediately adjacent to the MFV vehicle.
Joslin Reserve - Third and Fourth Avenue
(Joslin SA 5070)
Conditions of operation
- Maximum number of MFVs: Two (2)
- Hours of operation: Sunrise to sunset
- Parking spaces available for each MFV: Two (2) parallel parking spaces adjacent to footpath on designated stretch of road, immediately adjacent to Reserve, not to be parked directly in front of private residences
- Serving direction: Footpath-side of the vehicle.
Linde Reserve - Stepney Street Carpark
(access via Stepney Street, Stepney SA 5069)
Conditions of operation
- Maximum number of MFVs: Two (2)
- Hours of operation: Sunrise to sunset
- Parking spaces available for each MFV: Two (2) adjacent parking spaces, anywhere in the designated carpark
- Serving direction: In the parking space immediately adjacent to the MFV vehicle.
Cruickshank Reserve - Phillis Street

- Maximum number of MFVs: One (1)
- Hours of operation: Sunrise to sunset
- Parking spaces available for each MFV: Two (2) parallel parking spaces adjacent to footpath on designated stretch of road, immediately adjacent to Reserve, not to be parked directly in front of private residences
- Serving direction: Footpath-side of the vehicle.
Felixstow Reserve - Langman Grove Carpark
(Felixstow SA 5070)
Conditions of operation
Maximum number of MFVs: Two (2)
Hours of operation: Sunrise to sunset
Parking spaces available for each MFV: Two (2) adjacent parking spaces, immediately adjacent to the Reserve side of the carpark
Serving direction: Footpath-side of the vehicle
Permit application
All Mobile Food Vendors require a Permit from the Council to operate at the above Sites.

Exemptions:
- selling food / drinks on private land
- selling food / drinks at Council-run events.
These activities require other permits / approvals from the Council. Please contact the Council for more information.
