The City of Norwood Payneham & St Peters manages parking in the local area to balance the needs of a wide range of users including residents, businesses and shoppers.
Document name update: Originally adopted by the Council as the On-Street Parking Policy, the Policy was changed to a Guidelines document by resolution of the Council at its meeting held on 4 August 2026, as it reflects the Council’s Policy position with respect to the management of on-street parking but also includes guiding information about how the Council will assess the prioritisation of parking in different precincts.

Like many inner city areas, in the City of Norwood Payneham & St Peters on-street parking is a limited resource, Demand for parking often exceeds supply, with different users requiring access at different times and for different purposes.
The Council has adopted the On-Street Parking Guidelines to support the fair and effective management of on-street parking throughout the city.

- Provide fair and equitable access to on-street parking
- Optimise the use of on-street parking to best meet the needs of users
- Ensure the management of on-street parking is clear, transparent and equitable.
How the Guidelines are being implemented
The Council is implementing the On-Street Parking Guidelines across the city on a precinct-by-precinct basis.
This is a significant program that will be delivered progressively over several years.
The implementation process includes:
- Reviewing parking-related concerns and requests raised by the community
- Undertaking parking demand surveys to understand how parking is used at different times of the day and by different user groups, including residents, employees, shoppers and public transport commuters
- Preparing recommendations for parking controls and time limits where changes are required
- Consulting with the community in each precinct to refine recommendations and identify the most appropriate outcomes
- Installing new or updated parking controls, then monitoring and evaluating their effectiveness.
