South Australia’s new planning system is now live

The State Government’s new planning system has now been implemented.

The new system changes the way applications are lodged and assessed, as well as how development policy is created and amended.

As part of these changes, the PlanSA: ePlanning Portal has been created and allows you to:

  • submit, track and pay development applications online
  • look up property zoning and development policies
  • find an accredited professional (decision makers)
  • track major projects and developments across the State.


Applications lodged prior to 19 March 2021

Development applications lodged (including payment of fees) with the City of Norwood Payneham & St Peters prior to 19 March 2021 will continue to be assessed under the ‘old’ planning system. Any applications lodged after 19 March 2021 can be submitted via the PlanSA: ePlanning Portal and will be assessed against the new Planning and Design Code.

The Council's role under the new planning system

The City of Norwood Payneham & St Peters Assessment Manager or Council Assessment Panel will continue to assess most development applications. Council’s inspections and compliance functions will also continue.

The biggest changes for applicants are that all development applications can be submitted via the new ePlanning portal and new development zones and policies will apply to all properties under the Planning and Design Code.

How the Council has responded to the reforms

A significant part of the planning reform involved replacing all 72 South Australian Development Plans (including the City of Norwood Payneham & St Peters Development Plan) with a single state-wide planning ‘rule book’, the Planning and Design Code.

The Council has provided extensive feedback to the State Planning Commission during public consultation on various aspects of the planning reform program.
