The Council invites residents and other local road users in Marden and Royston Park to provide their views about local traffic management options in order to reduce speeding traffic and “rat running”.

Rat running” is a term used to describe vehicles using residential streets as short cuts, instead of main roads.

Consultation outcomes and Community Consultation and Recommendations Report

In 2022, the Council engaged consultants to undertake a traffic management plan to address traffic and road safety concerns raised by citizens, regarding high traffic speed and cut-through traffic in some streets in Marden and Royston Park.

A range of traffic management alternatives were developed and the community were invited to review these options and provide the Council with their comments.

The options ranged from road closures that would eliminate cut-through traffic to measures that moderated speed and discouraged cut-through traffic. In addition, the community were asked if they would support a 40km/h speed limit in the area.

More than 400 citizens participated in the Have Your Say! campaign and the majority of participants supported a 40km/h speed limit, as well as traffic management devices such as landscaped medians, slow points and pedestrian islands. Road closures were not supported by the majority of respondents.

The recommendations for management are based on sound technical principles to reduce traffic speeds and discourage non-local through traffic, while also improving the streetscape, residential amenity and safety for all road users. 

Next steps:

  1. Community consultation for a 40km/h speed limit is currently underway (August 2023), for the entire precinct bound by OG Road, Payneham Road, Hackney Road and the River Torrens. This includes Marden, Royston Park, Joslin, St Peters, College Park and Hackney (excluding the State Government roads which are Lower Portrush Road and Stephen Terrace).

If the majority of citizens in this precinct support this initiative, a 40km/h speed limit will be implemented in 2024, subject to funding allocated by the Council. The community will be notified prior to the installation of the 40km/h signs.

  1. Traffic management devices have been prioritised and the Stage 1 recommendations include landscaped medians, islands that create slow points and pedestrian crossing improvements in Marden, between Lower Portrush Road and Battams Road.

Concept designs of these measures are currently being prepared, and the community will be invited to provide comment prior to finalisation of the designs. It is anticipated that consultation will occur late in 2023 or early in 2024.
